Who are you supposed to send cards to on holidays? Do you send cards to people you are going to be seeing on the holiday for a family celebration? Do you send cards to everyone in your family? If it's a Jewish holiday, do you send cards to family members who married non-Jews?

I was going to say that cards for Jewish holidays weird me out for some reason but then I realized that every year my family does the FamilyGram - my mom's cousin puts together a 4 page newsletter on what's happening in the family (everyone sends in blurbs and pictures) and mails it out inside a card my great uncle designed. Used to be said great uncle and his siblings (back when they were alive and functional) would pass the cards around, sign and writes notes, and send them...

So, um, I don't know? I don't think cards for Jewish holidays is really a standard thing so I don't really think there's any sort of ettiquette involved. Send 'em to who you want to send 'em to.

(sorry, you're talking about cards in general...which, um, also for me I figure is just who you want to send cards to - my mom has this complicated system where she tracks every year who she sends cards to and who she gets cards from and uses that to design her list each year...)
